The promotion of hospice palliative care and the Patient Right to Autonomy Act has prompted palliative care to extend from hospitals to households and even to the entire community. Regarding the impending death, patients are returned to the community for care to avoid dying in hospitals and turn “Dying at Home” into the goal of high-value health care in advanced medicine.

Starting from 2015 onwards, community palliative care has been listed by the Taipei City Hospital as an important promotion task thanks to Sheng-Chien Huang. The aim is to promulgate the talent cultivation and operation expansion for palliative care. After taking inventory of the care resources, there have been proactive measures for implementation which are transformed into part of the regular medical care operation aiming to take care of the people’s health and successfully construct a cross-profession urban community palliative care model. Taipei City Hospital has come out on top in Taiwan’s community palliative care service in terms of both quality and quantity, and sufficiently serves as a model for the national promulgation of community palliative care.

Community-based palliative care is an opportunity to overturn not only Taiwan’s medical care culture but also Taiwan’s society. It will improve the doctor-patient relationship as well as enhancing the trust and harmony between people, hence conducive to a more stable society.
