Implemental Guidelines for the Presidential Innovation Award

One: Award objective

Commend those who have achieved excellence in diverse fields such as product, technology, management, service or culture and made specific contributions towards the national economy by facilitating transformations in the industry structure based on innovative and entrepreneurial thinking and momentum, in turn setting an example to encourage others to strive towards innovative economic development in Taiwan. The ultimate aim is to establish a comprehensive national innovation system that generates competitive advantages in economic development.

Two: Award positioning

Encourage individuals or groups from the industry, government, academia or research sectors to proactively pursue diverse innovation and value creation in product, technology, management, organization, marketing, service or culture, fostering overall national economic growth and reinforce international competitiveness.

Three: Presidential Innovation Award Committee

In organizing the Presidential Innovation Award, the Presidential Innovation Award Committee was created, with Minister of Economic Affairs as the convener. The committee consists of 15-19 members; besides 8 ex officio members, including the Minister of Economic Affairs, Deputy Secretary¬-General to the President, Deputy Secretary-General, Executive Yuan, Vice President, Academia Sinica, Minister of Education, Minister of Culture, Minister of National Science and Technology Council and Minister of the National Development Council, rest of the 7-11 members are all esteemed figures from various industries appointed by the President. Deputy Minister of the Ministry of Economic Affairs is appointed as the Secretary.

Members of the Presidential Innovation Award Committee are appointed for term of 2 years, after which the term may be extended. All positions are without remuneration.

First section members: Besides ex officio members who are appointed based on their functions, remaining members will not be reappointed if their functions are changed.

Members of the Presidential Innovation Award Committee may not be nominated as a candidate, and those who resign may not be nominated as a candidate for the remainder of their original term.

If for whatever reason the Presidential Innovation Award Committee is short-staffed, additional members can be appointed as per regulated by the first section to fill the term of the member who has left.

When convening the Presidential Innovation Award Committee meeting, no proxies will be accepted except for ex officio members. The proxy will exercise meeting rights pertaining to the meeting agenda and is given full authorization to handle all extempore motions.

Five: Award category and number of recipients in each category

The award is divided into group award and individual award; in particular, individual awards are categorized into personal award and youth award (under the age of 40). Each person may select one award to participate in. Evaluation criteria consist of: technology R and D, cultural and creative value added, service innovation and talent cultivation.

Aforementioned awards are awarded biennially, with 2 recipients in the group award category, 2 in the personal award category and 1 in the youth award category, totaling 5 recipients.

Six: Selection process

  • Candidate qualifications

    A citizen of the Republic of China, Taiwanese government department (agency), unit or legally registered school, business, juridical association or foundation.

  • The selection process is divided into 4 stages
    • Selection process involves recommendation and public solicitation, evaluation by the selection team, final outcome of the Presidential Innovation Award and submitting the award recipients’ list to the President.
    • Selection timeframe: To be announced in separate notice.
  • Recommendation and public solicitation
    • The selection will be conducted via recommendation and public solicitation.
    • Participants should fill in the application details according to the format provided in the Presidential Innovation Award Application Form.
  • Evaluation by the selection team
    • In order to implement the Presidential Innovation Award selection procedure, jurors are appointed for 4 selection teams in technology R and D, cultural and creative value added, service innovation and talent cultivation. For each team, the Presidential Innovation Award Committee will appoint 9-13 people, and each team is to elect a convener. After review is conducted based on the participation list, the selection team will present the shortlist for final selection meeting.
    • All meetings of the selection team must have at least two-thirds of the members present to satisfy the quorum. After discussion and voting by the members, candidates receiving more than three-quarters of the votes from the members will be included in the shortlist.
    • Members of the selection team must be appointed by the Presidential Innovation Award Committee without remuneration.
  • Final selection of the Presidential Innovation Award
    • In order to determine the list of the Presidential Innovation Award recipients, final selection meeting is convened by members of the Presidential Innovation Award Committee and conveners of various selection teams. If the selection team convener is unable to attend the meeting, he/she should designate a member of his/her selection team as proxy in writing.
    • The final selection meeting must have at least two-thirds of the members present to satisfy the quorum. After discussion and voting by the members, candidates receiving more than three-quarters of the votes from the members will be included in the award recipients’ list.
  • Submitting the recipients’ list to the President

    The recipients’ list produced by the final selection meeting is submitted to the President by MOEA, and the list will be announced in due course.

  • Awarding of the Presidential Innovation Award

    The prestigious award will be presented personally by the President; in addition to the monetary award of NT$2,000,000, award recipients will also receive a medal, trophy and certificate.

Seven: Relevant budget of the award is disbursed via MOEA’s annual budget.
