Application Guidelines

Simple processes>

• Streamlined the application process of AV experimentation

Legal flexibility

• Exempt certain laws, regulation, or rules during the period of experimentation

Reasonable testing period

• The period of innovative experimentation shall be limited to 1 year. The applicant may apply for approval of an extension for 1 year.
• When any law amendments are considered necessary, the extension of the experimentation period is not limited to once. The entire experimentation period shall not be longer than 4 years.

Carefully reviewed by Ministry

• The Ministry of Economic Affairs should convene review meetings to review applications; the meeting members should include cross-departmental competent authorities, central and local governments, experts and scholars.
• The review meetings will review the application based on the innovation, conditions and qualification, the safety and risk management of the proposed innovative experimentation.

Risk mitigation measures in place

• The applicant should submit an insurance plan, and use appropriate measures to publish notices about the experimentation on the AV or around the location of the experimentation.
• After any accident happens, the applicant should immediately stop the experiment and notify the competent authority.
